Once you have recognized what kind of information you need to discover about an individual, it is then just a situation of choosing the most matched data source for your needs.

Another technique of discovering someone is to use the electoral roll which contains everybody in a nation that can vote. The electoral roll can contain useful information such as the persons contact telephone number.

This whole process is made a lot easier if the person owns a website. Everybody that registers a domain name has to enter their details with the domain registrar, which can be looked up for free using free WHOIS services.
